An outgoing Executive should not be involved in the selection of a successor and should not continue to be involved in the organization. That person should leave.

The Board needs to be able to select whomever it desires, even if that person is different than the outgoing exec. And the new executive should be free to act differently and not be forced to exist in the shadow of a predecessor.

The outgoing Exec should not act like he owns the organization.
