Frances Padilla, M.A., helped build evaluation into grant making strategies while working at the Hartford Foundation for Public Giving, one of the ten largest community foundations in the country, and Community Foundation for Greater New Haven. More recently as president of New Paradigms Consulting Inc, in New Haven, Connecticut, she seeks to help program professionals, funders and policymakers clarify their goals, identify essential program components, and adapt best practices within community development.
