March 22, 2010; Bloomberg.com | Even before the President signs the health care bill on Tuesday, 12 states are threatening to sue the federal government for imposing new Medicaid requirements to provide health care coverage for pregnant women, children and disabled people who are currently uninsured.  States like Texas, Pennsylvania, Florida and Michigan say that they do not have the additional billions it will cost to add millions to their state-funded Medicaid programs.—Lissette Rodriguez
