The Transylvania Community Arts Council in North Carolina has a small etching by the master Pablo Picasso that it is raffling off for $100 a ticket. The piece was donated and is worth $28,000 and the arts council is hoping to raise as much as $60,000 from it.

The donation has been a bit of a godsend. Tammy Hopkins, executive director of The Transylvania Community Arts Council says, “We are down about $40,000-$50,000 in funding. Grants organizations have told us to not even bother to apply for the next two years. We used to have five staff members; now we have (one full-time person and one part-time worker).”—Ruth McCambridge
