    Some KPIs are really hard to measure in non profit organizations like advocacy, behavioral change in general and particularly efforts of humanitarian organizations where concern is with with relief efforts to the vulnerable communities and families. And in such case organizational competitiveness matters (i,e direct beneficiary cost) with reference to indirect cost/over heads. Still the environmental aspect (in which the organization operates) matters even more than other aspects, making the change (in numbers) more complex to measure.
