    Someone please tell me how nonprofits are supposed to implement rules like these yet continue be scrutinized for how much we spend on our administrative costs?

      Why is only the administrative staff working overtime? If the program staff is working overtime, then they are providing programmatic services and it’s not an administrative cost. And it’s generally mission-related work and has its own level of sustenance and motivation, up to a point.

      But lower level non-exempt administrative staff shouldn’t be working a lot of overtime — either they are taking too long to do their work or you need to hire more staff because the scope of the job isn’t reasonable. Forcing lower-level admin employees to work a bunch of extra hours on non-mission-related work without being paid for it is not owning the true cost of doing the work and is not a sustainable business model.
