February 24, 2010; Chicago Tribune | Looking at a budget deficit estimated to be more than $11 billion, Illinois Governor Pat Quinn is readying the state for an income tax hike proposal to be fully unveiled in his budget address on March 10. Even were that proposal to pass, the governor’s budget will include $2 billion in cuts, including $400 million from human services programs. Part of what the state must address, of course, is the end of stimulus funding. The budget conversation is expected to be complicated (surprise!) by election year posturing. Meanwhile, the governor’s office has established a Web site to make the budget transparent and invite the advice of Illinois residents on what to do about the deficit.—Ruth McCambridge
